Served as Owner's Representative for the full replacement of the Laboratory Information Management System (LIMS) at one of the largest advanced wastewater treatment facilities in the western United States — serving 1.4 million residents across nine cities, operating under California Title 22 and TNI regulatory standards. Managed the complete project lifecycle from public-agency RFP development and vendor selection through implementation oversight and go-live. Concurrently managed procurement of the Environmental Enforcement Data Management System (EEDMS). Both projects delivered within scope, schedule, and budget.
Engaged as Program Manager for a California public wastewater agency serving 500,000 residents across 146 square miles. Developed a 4-year enterprise data strategic roadmap through cross-departmental stakeholder workshops and systems inventory. Managed full competitive public-agency RFP procurement for an enterprise-wide emergency notification system — from requirements development through vendor evaluation, selection, and contract execution. Delivered roadmap adopted by District leadership; completed RFP procurement consistent with California public-agency requirements.
Managed procurement and implementation of the PMWeb enterprise Project Portfolio Management system across multiple city departments. Led public-agency RFP, vendor selection, and City Council budget presentation. Managed concurrent AWS/AMS infrastructure pilot program.
